World Cup match is divided into two stages qualifier and final match stages , World Cup qualifying stage is divided into six phases Division, namely Europe, South America, Asia, Africa, North America and Oceania Division, each area in accordance with the actual needs of this area  of formulated in qualifying rules, and each FIFA of enrolled in the world cup will need to be in qualifier to compete for places into the World Cup finals.

The  World Cup finals match have 32 places , but the host country can get the place directly , in addition to hosting countries, other places are allocated by FIFA in accordance with the level of each qualifier soccer stadium , in 2002 FIFA rules, from the 2006 World Cup qualifiers, the defending champion need to participate in the World Cup qualifiers in their respective regions, so that only the host country can directly  into the 32 finalists of the competition..

World Cup host country must be the member states of FIFA ,and Member States need to make an application to FIFA , then elected by FIFA member countries vote. 

32 teams will be the host country to the finals to compete for the championship. Final stage of 32 teams were divided into eight groups by drawing lots, four teams in each group, grouping the points race, the top two teams in each of sixteen teams will be eligible to qualify into the semi-finals; into the semi-finals after , sixteen teams schedule determined in accordance with established rules, no ballot, then a single playoff game until decide the championship.

October 28, 2013, according to "Reuters" reported that UEFA president Michel Platini proposal from the Russian World Cup since 2018, the number of finals teams increased from 32 to 40, the extra eight places will be allocated mainly to Asia and Africa team, is no longer able to cut the number of places in Europe.
